With regard to the criminal judicial procedure the human right justice bill has a background to the law No. 8, 1981. The limit of investigation process maximal 90 days. It can be extended in 30 days. it is calculated since the investigation result has been received. The jurisdiction of the human right court covers the outside of the Indonesia territory border. The council judge consists of 5 persons, i.e. 3 persons are ad-hoc judge and 2 persons are career judge. Heavy human right violation has no connection with superannuated. Appellate court is the first authority that preside over the human right. The establishment of the law assurance need a serious attention to the limit process of investigation both in the appellate court and the supreme court.
