This article describes the disparities in the implementation of a legal rule by the concerned court, namely disparities concerning loss restitution by the State institution to a plaintiff pursuant a Court decree. These are two main causes of such disparities. First, the Court interpretation of the regulations set regulations set forth in the prevailing law, namely the Law Number 9 of 2004 concerning the Amandment of the Law Number 5 of 1986 on State Administrative Court.
