The balance of power between the Central and Local Government, including the issues of regional autonomy has been an old age issue in the history of governance of a state. This issue has been a very urgent issue during the existence of the Republic of Indonesia, due to several factors. First of all , is the diversity as practiced in Indonesia, including the diversity in legal culture. Beginning the third Christian Millenia, the Indonesia Government has done her utmost to solve such issue that will be useful for the general public.
