Decentralization of power or regional autonomy in Indonesia has been implemented by virtue of the Law Number 22 of 1999. Such transfer of power has not been followed with integrated steps to enable the local people for being aware of their role to control any and all activities of the local power holders, whether of the legislative or executive branch. Accordingly, corruption has become rampant practiced by the local power holders. The lack of control by the local people and the central government has made it possible for those local power holders to plan for and active actions serving the interests of themselves or their interest groups, instead of the public interects.rnrnKeywords: Decentralization, lack of local people's empowerment, proper control.rnrn
